Hello, if a region is subdivided in half or quarters can each of those be set to private?
How is access managed for those subdivided parts? Through web interface or inworld?

1) Use the website-based access controls for the parcel that contains your world's Landing Point.
2) Use the viewer-based access controls for the other parcels.

Can each subdivided parcel have its own group?

Yes, you can set each parcel to a different group if you like.

Gusher, in addition there is a very old saying:
There is no such thing as privacy on virtual worlds.
There are several ways to prevent people from visiting a parcel, some of which are mentioned above (as well as others). But unless the entire world is blocked to other than group members (which presents problems of its own)... nothing can prevent cameras. One can set up banlines but they're only valid to a certain altitude. One can set up security devices but they don't get the corners.
So as a one-time land baron, one of the things I've encouraged of people is to ask themselves: Do they actually want privacy that badly? Is there an actual need for it? I've often found that folks who thought they needed privacy, either needed less-drastic measures than they previously thought... or didn't need it at all. This is especially true on Kitely, where worlds aren't extremely visible unless one wants them to be. I think Kitely offers greater world privacy than just about any other grid out there, just in the form of its inherent design (worlds not connected to one another).
Of course if privacy is deemed essential, then one considers the big measures... such as setting individual groups and group-member-only access (among other options).
Just thought the above worth mentioning.
